Policy brief的核心逻辑是BLUF:Bottom Line Up Front。
The evidence suggests that there may be a possibility of implementing...'——决策者看到这句已经翻页了。 Implement X by Q3 to reduce Y by 20 percent.'
❌ 'This paper aims to explore the various challenges facing urban transportation in developing countries and to propose potential solutions that may be considered by policymakers.' ✅ 'Expand bus rapid transit lines in the city center by 2027. This will cut commute times by 18 percent and reduce carbon emissions by 12 percent.' ❌ 'According to a comprehensive study conducted by the WHO in 2023, it was found that there exists a significant correlation between air pollution levels and respiratory disease incidence rates.' ✅ 'WHO (2023): cities with PM2.5 above 35 µg/m³ report 40% more asthma admissions.' ❌ 'It is therefore recommended that relevant stakeholders consider the possibility of allocating additional resources...' ✅ 'Allocate $2.3M to the transit fund in the 2025 budget. Delay costs the city $8M per year in productivity losses.'
改结构的时候,把长句拆短,把hedging砍掉,把'it is recommended that'换成祈使句。
We recommend that the council approve...' Without action by Q2, the city will lose $14M in federal funding.'
